International Public Procurement Initiative (IPPI)

Procurement specialist Ieva Lacenberga-Rocena participated in the European Commission’s Directorate-General for Trade and the European Service for Foreign Policy Instrument event to present the International Public Procurement Initiative (IPPI), the world’s first comprehensive database of detailed procurement data and barriers to international procurement in Brussels, Belgium on November 13.

Institute of Solid State Physics, University of Latvia (ISSP UL) during last 2 years period organized more than 80 public procurements where many suppliers (producers of different devises) from EU member states and non EU member states had participated. In the practice this brought up many problem issues regarding national legal requirements and e-procurement system that complies with EU rules, but in practice make more complex participation of foreign suppliers.

This IPPI seeks to enhance EU companies’ access to public procurement contracts in non-EU countries, our procurement specialist gained new ideas and vision about using this EC new data base.

Ieva Lacenberga-Rocena is one of the known public procurement experts in Latvia and will further develop discussions in working groups or conferences about new tools of this data base to support scientific institutions to organize procurements more efficient by saving time and human resources that had been significantly increased by introducing national e-procurement system and not repealing the redundant actions due to duplicate and time consuming requirements.

It is also important for ISSP UL that our procurement specialist who is visiting lecturer in law school has been invited to EC events to meet and have discussions with leading experts, other specialists from different contracting authorities from EU member states.
